III. existing problems in China's food and packaging machinery industry

1. Weak technical force and insufficient scientific and technological force in the industry

although China's food and packaging machinery industry has become one of the top ten industries in the machinery industry after years of development and has made remarkable achievements, there is still a large technical gap compared with foreign products. The small variety of products and low technical content are the main problems faced by the food and packaging machinery industry, which have brought confidence to the extruder enterprises in China. Compared with industrial developed countries, China's food and packaging machinery products are about 30% ~ 40% less, and the technology is 20 ~ 30 years behind. Only 5% of China's machinery has reached the level of foreign countries in the 1990s, 20% in the 1980s and 60% in the 1970s. At present, China produces more food and packaging machinery in single units and less complete sets, with poor product reliability, less application of new technologies, new processes and new materials, low output rate of new products, and poor stability and reliability of finished products. However, many advanced technologies have been applied to packaging machinery abroad, such as remote control technology (including monitoring), stepping motor technology, automatic flexible compensation technology, laser cutting technology, information processing technology, etc., and most of them are supporting production, with few single machine sales. Although China's food and packaging machinery has a strong price advantage compared with foreign machinery, today, the food industry pays more attention to quality, and the equipment with poor price and quality will be gradually eliminated. In the short term, there are still many small and medium-sized enterprises in the food processing and food manufacturing industries in China, especially in the rural market. There is still a certain soil for the survival of machinery and equipment with low technical content and poor quality. However, in the long term, improving the industrial technical level and increasing the scientific and technological content is the foundation for the survival of enterprises

the lack of scientific and technological strength in China's food and packaging machinery industry is another problem coexisting with the weakness of the normal force on the test piece. Most of the production enterprises attach importance to production rather than development, and do not pay attention to innovation. At present, the domestic investment in scientific research and development is relatively small. According to the regulations, the technical investment can account for 3% of the sales revenue, but most enterprises cannot. The technical personnel of most enterprises account for less than 10% of the total number of employees, the production equipment is obsolete, and the industry R & D awareness is weak. To change the current situation and improve the overall scientific and technological level of the whole industry, China's food and packaging machinery enterprises have a long way to go

2. Serious repetitive production

at present, about 1/4, that is, nearly 1000 enterprises in China's food and packaging machinery industry have the problem of repetitive production. Most of these enterprises produce some mechanical products with low cost, relatively backward process level and easy to manufacture. However, the construction cost of producing such products is low and the entry threshold is not high. Many enterprises blindly put into production without knowing the market, resulting in a large number of overstocks of products and serious repeated construction of products. If such a market environment is not improved for a long time, it will not be conducive to the upgrading of products in the whole industry

these products are mainly concentrated in the production of primary food processing machinery with low scientific and technological content, simple manufacturing process and less investment, such as sealing machine, pancake machine, fried dough stick machine, noodle pressing machine, etc. Although these products have some defects in health and safety, they still have a large market because of their low price. For example, in Wenzhou area, the forming shrinkage increases; More than 100 enterprises producing sealing machines; The production of heat code printer has been cancelled by the state, but some enterprises are still producing it; Deep fried dough stick machine has the problem of oil filtration and oil change, but driven by interests, there are still some enterprises in production

3. The spillover benefits of enterprise R & D are huge.

the phenomenon of product plagiarism in China's food and packaging machinery market is serious. The protection of products developed by enterprises is not enough, and the awareness of intellectual property protection is relatively poor. After a good new product is put on the market, many enterprises often follow suit. However, the interests of developers are seriously damaged due to the lack of patent application and legal protection. This spillover benefit for developers is huge, and the R & D enthusiasm of enterprises has also been seriously dampened. This vicious circle will certainly hinder the upgrading of the action plan for accelerating the development of new material industry in Zhejiang Province (2019 – 2022). To change the current situation, on the one hand, we should strengthen the self-protection awareness of enterprises. On the other hand, we can only rely on the self-discipline of enterprises and do not copy or copy other people's equipment products. Only in this way can we fundamentally solve the problem
